    The Ministry of Digital Transformation is Ukraine’s main government institution responsible for digital transformation. The Ministry develops Diia, digital services for citizens and businesses, and the country’s digital infrastructure.

    The challenge

    To fully relaunch the website of the Ministry of Digital Transformation — from content migration and SEO structure to building a scalable system that meets government requirements for accessibility, security, and content management.

      Requirements for government website development

      Government websites are digital touchpoints between the state and citizens, where accuracy, accessibility, and uninterrupted performance are critical. Because of the large number of documents, services, and users, these platforms require well-structured architecture, flexible content management, and scalable infrastructure.

    Working with the design system

    The Ministry’s website already had an established design, so our focus was on technical implementation, website performance, and building internal workflows for content management.

      Building the government website on publishedPublished!

      publishedPublished! became a unified system for managing content, documents, and website structure.

      The team manages news, projects, and other pages without duplicated workflows or complex manual processes. This simplifies website administration and makes launching new initiatives faster.

    The website architecture is based on the Single Page Application informer (SPA) principle, allowing the browser to load only updated content instead of reloading the entire page. Static interface elements such as styles, fonts, the header, the footer, and navigation stay unchanged.

    Website migration without losing SEO traffic

    The Ministry of Digital Transformation has a large archive of media files, publications, and documents. During large-scale platform migrations, companies often lose 20–50% of their organic traffic because of URL changes and broken links.

    We kept everything intact:

    • URL structure
    • internal linking

    As a result, there are no 404 errors on old links, and all referral links from media outlets and publications continue to work.

    At the same time, we reviewed page structure and organized content to make the website easier to scale and develop further. This preserved existing traffic while allowing editors to work with archives, quickly find materials, and continue developing the website without technical limitations.

    AI agent for document management

    One of the key requests was faster access to official documents. Users come with specific requests, so reducing search time and simplifying navigation across large volumes of information became essential.

    The editorial team used to categorize documents manually. To automate this process, we built an AI agent inside publishedPublished! that:

    • analyzes uploaded documents
    • identifies document types (orders, resolutions, reports, guidelines, etc.)
    • extracts metadata: date, issuing authority, topic, and tags
    • creates a ready-to-review document card for editors before publication

    As a result, we created a separate document catalog with filters and parameter-based search, where users can find information within seconds.

    Intuitive navigation and search

    The site-wide search instantly displays relevant results based on user queries.

    This reduces unnecessary navigation between pages and helps users find information faster — especially when working with official documents, news, and government services.

    Automated request handling system

    The website includes several forms for different types of requests. Users select the appropriate format and parameters, while messages are automatically sent to publishedPublished! and forwarded to the responsible team members by email.

    The team no longer needs to sort requests manually, reducing the risk of missing inquiries.

    Flexible content management

    publishedPublished! allows the team to independently create unique pages by combining different blocks. Launching new initiatives no longer depends on developers — editors can quickly publish updates, adapt page structures, and manage content through a single system.

      Government website accessibility

      For a government website, accessibility is a core requirement, since information and services must remain convenient for all users regardless of how they interact with the website.

      The Ministry’s website includes:

      • full keyboard navigation
      • compatibility with screen readers and accessibility software
      • an adaptive color palette that meets WCAG informer requirements
      • a high-contrast mode with a black-and-white palette and underlined interactive elements
      • proper interface scaling based on individual user settings
